Consulting assistance in the area of local governance performance: assigned and delegated responsibilities

By the ToP of the project the CFP will accomplish the following tasks:

• Comply a list of the LG responsibilities, both assigned and delegated.


• Balance revenue sources and expenditure obligations towards efficient LG performance.


• Define the most optimal format for the relations between local and state levels of government.


• Assist in drafting a training program for local governors that would cover a wide range of LG issues.


• Adapt principles of local governance to conventual systems of governing in the areas with national specifics.


• Develop recommendations on local governance organization in towns and villages (i. e., local governance levels).
