Social budgeting. (Component # 3 of the project “Sustainable poverty reduction in Leningrad oblast” – SPRILO)

The Government of Leningrad oblast decided to transfer to the system of government procurement of the services related to the social protection till 2008, and to create market for such services with both government and non-government actors. The LO Government contracted the CFP within the framework of the SPRILO project supported by DFID to estimate costs and benefits of such a transition.


The CFP conducted a research that fails into two areas: (1) calculation of the services provided in certain (pilot) settings of the social protection system in the oblast, and (2) develop a cost estimation model that would help to estimate cost, efforts and benefit of the transition from the system of supporting social care settings to the system of supporting social care services provision. Obviously, the new system will demand a new market for such services with both government and non-government actors, and the cost of creation of the government procurement system and incorporation it into the system of financing of social care services was also included in the cost estimation model.


The final report on the research was submitted to the LO Government.
