On May 17, 2012, CFP experts conducted a workshop in the city of Yekaterinburg dedicated to the experience and challenges of implementation of Federal Law #83-FZ of May 8, 2010 in Russian regions

On May 17, 2012, CFP Director General Galina Kurlyandskaya and Deputy Director General for Legal Issues S. Vlasikhin conducted a consultation workshop “Experience and challenges of implementation of Federal Law #83-FZ of May 8, 2010 in Russian regions” in the city of Yekaterinburg.


The workshop participants discussed topical issues of the reform of state and municipal institutions relative to:



  • legal aspects of the reform

  • formulation of state/municipal assignment on rendering state /municipal services (performance of works) and control over state /municipal assignment

  • problems associated with the formation of a list of state/municipal services and development of requirements to their quality

  • calculation of financial support for the state/municipal assignment based on standard costs of state/municipal services and standard property maintenance costs of state (municipal) institutions.

The workshop was attended by over 200 executive officers and specialists of line ministries and municipalities of Sverdlovsk Oblast.
