Improvement of coordination mechanisms based of performance-based budgeting between federal and regional governments

Harmonization of the national development objectives with regional ones is one of the most urgent issues of the Russian reforms that were stated by the President in his 2006 Message to the Federal Council. To follow up the Message the federal government adopted Action Plan part of which relates to the issues of budget policy such as transformation to performance-based budgeting and mid-term financial planning, incorporation of the reports on results and general directions of activity of the subjects of RF (RRGDA) into budget process.


This project contributes to implementation of the Action Plan with deep insight into these issues. Deliverables of the project include:



  • Methodological recommendations on preparing RRDGA with emphasis on (i) coordination between federal and regional governments, and (ii) definition of the role of regional governments in achieving national goals.

  • Methodological recommendations on monitoring and audit of the performance of regional bodies of executives power, and incorporation these data into budget process on regional level.

Technical assistance in implementation of the 2nd phase of the Regional Finace Reform Project  


Analysis of the Reports of the subjects of budgetary planning on Results and General Directions of Activities (RRGDA) of Stavropol Krai. Delivering of training and consulting program based on this analysis to finance managers of the Krai administrations  


Technical assistance to the North-West regions in implementation of local governance reform and introduction of performance-based budgeting
