The aim of the project is to develop a municipal assignment system for municipalities of Rostov Oblast to provide municipal services in the following sectors: health care, education, social protection, culture, physical culture and sport, development and landscaping, road works and housing and utilities.


The package of assignments under the project includes the following:



  • develop a procedure for preparing and funding municipal assignments for provision of municipal services to individuals and legal entities;

  • develop a procedure for monitoring execution of a municipal assignment for provision of municipal services to individuals and legal entities;

  • develop a procedure for setting up autonomous institutions;

  • make a list of municipal services (indicating units for measuring volume of a municipal service and its consumers) rendered in the sectors of health care, education, social protection, culture, physical culture and sport, development and landscaping, road works and housing and utilities;

  • make an inventory of federal and Rostov Oblast to identify provisions concerning the quality of municipal services and develop a list of requirements to the quality of municipal services in the sectors of health care, education, social protection, culture, physical culture and sport, development and landscaping, road works and housing and utilities;

  • develop methodological recommendations for calculation of funding for a municipal assignment including municipal service unit costing, standard costs of municipal services and standard costs of property maintenance.
