On April 3, 2013, Galina Kurlyandskaya took part in the roundtable session on regional development at the 14th April international scientific conference at the National Research University Higher School of Economics to discuss if regions can become modernization drivers. The issue was first raised at the World Economic Forum in Davos when scenarios of socio-economic development of Russia were discussed. Discussion participants raised their opinions on the following questions:

• Is it possible for the regions to initiate modernization in the situation of overcentralized government in Russia? 

• What are the conditions for such scenario to be possible? 

• What regions can encourage institutional improvement and business climate in Russia and why?
