On October 23, 2012, Galina Kurlyandskaya took part in the round table discussion “State programs as a tool of strategy implementation” organized by the Ministry of Economic Development of the Russian federation within the framework of XI All-Russia Forum “Strategic Planning in the Regions and Cities of Russia”.
According to the Presidential Decree “On Long-term State Economic Policy” and the Budgetary Message of the President of the Russian Federation on the budgetary policy in 2013 – 2015, the development and implementation of the state programs of the Russian Federation are among priority areas of the state strategic management and budget policy. The priority government programs will be approved before the end of 2012 and the greater part of state programs – by the middle of 2013.
At the federal level the transition to program oriented public administration and performance budgeting will take place. Russian regions are also expected to participate in the implementation of the state programs. Some of them have already started to do so. Thus, the development and implementation of state programs and interdepartmental and inter-level interaction for this purpose are relevant to the federal and regional authorities and – in the future – for municipal governments as well.
The round-table discussion included the following topics:
- experience in the development and implementation of state programs of the Russian Federation and state programs of the RF regions
- the capacity of state programs of the Russian Federation as the main tool to implement the Concept of Long-term Socio-Economic Development of the Russian Federation for the Period up to 2020, sectoral and regional policies and other long-term strategic documents
- improvement of the mechanisms of development and implementation of state programs for the effective inter-level and inter-regional cooperation to address the socio-economic development challenges.
