On October 5 – 7, 2010 a workshop on Public Finance Management Reform was organized by the CFP experts in the city of Khabarovsk

On October 5 – 7, 2010 experts of the CFP held a three-day information workshop in cooperation with USAID/Russia and the Ministry of Finance of Khabarovsk Krai in the city of Khabarovsk devoted to the Public Finance Management Reform. On days 1 and 2 they discussed the Program on Increasing the Efficiency of Public Spending and its components; legal aspects of reforming budget-supported institutions under Federal Law # 83-FZ dated May 8, 2010, the Federal Program for Raising the Efficiency of Government Spending, and the formulation procedure of state/municipal assignment. They also answered questions from the audience and those addressed to the RF Ministry of Finance in connection with the adoption of the above federal law.


The agenda of day 3 included a review of instruments that make government investment spending more efficient, financial and organizational support to regional and municipal investment projects, extrabudgetary sources of financing investment projects initiated by state authorities and local self-governments. Also, the CFP experts spoke in more detail about the role played by state and municipal authorities in initiating and implementing PPP projects.


The workshop was attended by 96 participants of whom 38 represented regional governments (Khabarovsk Krai, Amur Oblast, Magadan Oblast, republic of Yakutia (Sakha), Republic of Buryatia and Primorsky Krai) and 58 were from municipal administrations and subordinate organizations.
