On September 12, 2012, Galina Kurlyandskaya took part in the meeting of the Council of Federation of the Federal Assembly of the Russian Federation where the problems of the debt burden on the budgets of individual Russian regions were discussed.

The meeting was chaired by Deputy Speaker of the Federation Council Svetlana Orlova. The participants included Finance Minister A. Siluanov, Minister of Regional Development O. Govorun, Deputy Chairman of the Accounts Chamber V. Goreglyad, Chairman of the Budget Committee of the Federation Council Ye. Bushmin, Minister for Open Government Affairs M. Abyzov, Governor of Smolensk Oblast A. Ostrovsky, Governor of Samara Oblast N. Merkushkin, Chairman of Belgorod Oblast Duma I. Kulabukhov, representatives of the Accounts Chamber and others.

It was decided at the meeting to set up a Working Group consisting of experts and representatives of the RF regions who would develop proposals to reduce the debt burden on regional budgets. Ms. Kurlayndskaya was included into the Working Group.
