On September 5, 2012, CFP experts took part in the extended meeting of the PPP Subcommittee of the Committee on Investment Policy of the Chamber of Commerce and Industry of the Russian Federation

On September 5, 2012, member of the Expert Council of Non-Profit Partnership “Public-Private Partnership Development Center” Galina Kurlyandskaya and PPP expert V. Grigorov together with members of the working group of the Agency of Social Initiatives took part in the extended meeting of the PPP Subcommittee of the Committee on Investment Policy of the Chamber of Commerce and Industry of the Russian Federation. The participants discussed the “Public-Private Partnerships in the Health Sector” within the framework of the “Russia: Territory of Health” entrepreneurship initiative.


The main issue of discussion was the possible use of PPP mechanisms in the health sector as well as the development of recommendations to improve the regulatory framework regarding the use of PPPs in healthcare. The speakers included Deputy Minister of Economic Development S. Belyakov, Director of Department of Analysis, Forecasting and Healthcare and Medical Science Development of the RF Ministry of Health N. Semyonov, Director of Department of Health of the City of Moscow G. Glukhov and others.

A meeting of the PPP Subcommittee of the Committee on Investment Policy of the Chamber of Commerce and Industry of the Russian Federation took place to discuss “Public-Private Partnerships in the Health Sector”.


The meeting was attended by PPP Subcommittee Chairman P. Seleznev, Head of PPP Development Division of the Investment Policy and PPP Department of the Ministry of Economic Development Maria Yarmalchuk, Deputy Director of the CCI Investment Department A. Vyalkin, experts of the working group of the Agency of Social Initiatives and representatives of the business.


According to Mr. Seleznev who opened and chaired the meeting one of the challenges faced by the executive authorities and business community was attraction of private investments into the health sector. Maria Yarmalchuk continued the discussion and noted that the PPP mechanism should be actively implemented in the social sphere.


As of today, PPP projects in this sector of the economy are implemented in 47 Russian regions. As a result, said Ms. Yarmalchuk, the tax burden in these regions is reduced while the quality of public services improves. In her opinion, PPP healthcare issues should be approached from various angles, such as improving legislation and changing the attitude of officials to the issue.


Recommendations made by the meeting participants will be used by the CCI to develop proposals for improving PPP mechanisms in the implementation of investment projects in the social sector.
