NEW PROJECTS
ON-GOING PROJECTS
The CFP continues providing technical assistance to the city of Baley under the “Technical assistance to the city of Baley and to the Baley municipal district (Chita oblast) in improving public finance management” project
The CFP has submitted Analysis of municipal property management in Baley district, Temporary recommendations on monitoring of efficiency of municipal property management and Temporary recommendations on monitoring of efficiency of municipal unitary enterprises.
Under the Technical assistance to the North Caucasus regions Project the CFP continues working with the pilot regions, i. e. Republic of Dagestan and Republic of Kabardino-Balkaria.
The CFP’s experts V. Dalin and V. Semerkhanova participated in the Working Meeting chaired by the Prime-Minister of the Republic to discuss issues related to the participation of the Republic in the Regional Finance Reform Program. The participants of the Meeting approved the CFP’s proposal on development and implementation of the Program in Dagestan, and the CFP will assist the regional Ministry of Finance in implementation of the Program in the 2008 – 2010 time period.
For another pilot region – Kabardino-Balkaria – the CFP’s experts L. Bogdanov and G. Pokatovich prepared Review of the draft regional law On Budget and Budget Process in the Republic of Kabardino-Balkaria. The CFP and the city of Nalchik (the capital of the Republic) have reached an agreement on collaboration towards implementation municipal finance reform program in the city.
Under the Implementation of Administrative and Budget Reforms on Local level (in the selected municipality) Project the CFP has drafted review of the municipal list of expenditure responsibilities for the city of Ussuriisk and recommendations on improvement of the intergovernmental fiscal relations system for the city of Petropavlovsk-Kamchatsk.
COMPLETED PROJECTS
The CFP prepared report on the Provision of Public Services in Rural Areas project. This project was implemented in two districts of the Vladimir region and one district of Leningrad region, and the objectives of the project included analysis of health and education services provision modes and financing and recommendations on their improvement. Full text of the report will be on our site shortly.

Under the Recommendations on normative-based financing systems for all types of the education entities in Sakhalin Oblast Projectthe CFP issued 7 draft of regional regulations in the Education area in the Oblast.

WORK WITH THE SUBJECTS OF THE RF
The CFP has prepared recommendations on calculation of the parameters for the mid-term financial plan for Astrakhan Oblast and Review of the draft regional law “On intergovernmental transfers and normative of income share to local budgets”
WORK WITH NIS COUNTRIES
The Government of Kazakhstan approved methodology of intergovernmental fiscal relations that was developed by the CFP.
Under the Consulting services in the development of the regional program towards tuberculosis breakdown control in Donetsk region (Ukraine) Projectthe CFP submitted its recommendations by the ToR of the project.
