The CFP has completed researches within the Transition to performance-based budgeting within the framework of the Reform of Regional Finance in Nizhniy Novgorod Oblast in 2006 2008 Program By the ToR of the project, the CFP has drafted regional regulations that create regional system of estimation of the demand on public services, standards for social services delivering and mechanisms of public sector restructuring

ON-GOING PROJECTS

The CFP continues implementing the Technical Assistance to the North Caucasus Regions Program in the two pilot regions – Republic of Dagestan and Republic of Kabardino-Balkaria The CFP experts Leonid Bogdanov and Gleb Pokatovich met with the Ministre and Vice-Minister of Finance of Republic of Kabardino-Balkaria to agree on the implementation plan for the project. Leonid Bogdanov also met with Prime-Minister of the Republic, Andrei Yarin, to clarify urgent issues that regional Ministry of Finance faces and where the CFP may provide Ministry of Finance with assistance in the most useful way.

Under the Implementation of Administrative and Fiscal Reform in Local Level Project the CFP has delivered a 2-day workshop on Budget and Budget Process on Local Level in Ussuriisk (Primorskiy Krai, the Far East). The workshop was attended by 48 people from 18 municipalities of Primorskiy Krai, Khabarovsk Krai and Kamchatskaya Oblast. The objectives of the workshop included delivering to municipal professionals new developments in the fiscal/financial legislations and training them in using those developments for improvement of intergovernmental fiscal relations between municipalities and upper levels of fiscal system, and for improvement of public services delivering on local level.
