Diagnosis of financial and managerial problems in the Vorkuta municipal budget system


The CFP experts Olga Vorontsova and Alexander Kovalevskiy drafted a report on the current state of the municipal finance in Vorkuta city (Komi Republic) with emphasis on the ways towards optimization of the budget expenditures in Vorkuta municipalities.


NEW PROJECTS


Study on current practices in implementation of performance-based budgeting in the Russian Federation


The CFP implements this project through the contract with the Accounting Chamber of the Russian Federation. Project Team Leader: Leonid Bogdanov. Objectives of the project include development of a mechanism of monitoring, analysis, and audit of principal subjects of budgetary planning activities, which will help to increase their responsibility for the federal budget spending, on the base of analysis of current practices of performance-based budgeting in the Russian regions.


By the contract with All-Russian Council of Local Self-Governance the CFP conducts a research on the issues related to the Contribution of Local Self-Governance in achievement of national priorities in socio-economic development


CURRENT PROJECTS


On September 6 – 7 the CFP conducted seminar in Lipetsk within the framework of the project “Incorporation of performance-based budgeting mechanismsm in Social Protection, Education, Culture and Health Sectors in Lipetsk Oblast. Optimization of the managerial systems in order to improve financial sustainability of public services provision” The seminar was attended by representatives of the finance, health, education and social protection departments of the Lipetsk oblast administration (about 60 people in total), and dedicated to the issues of the list of public services financed by the regional and municipal budgets, standards of those services, methods of estimation of services delivering costs, and to the issues of outsourcing of the public services delivering. The seminar was conducted by the CFP’s experts Antonina Kovalevskaya, Leonid Bogdanov and Alexander Konkov


Under of the project Transition to performance-based budgeting within the framework of the Reform of Regional Finance in Nizhniy Novgorod Oblast in 2006 2008 Program the CFP conducted a seminar in Nizhny Novgorod on September 27. Themes of the seminar included:



  • Estimation of the demand on public services in the area of culture,

  • Standards of those services delivering,

  • Estimation of reasonability and possibility of outsourcing of those services in the Nizhny Novgorod oblast.

The seminar was conducted by the CFP experts Antonina Kovalevskaya and Viktoria Semerkhanova


Besides this, the CFP submitted drafts of the following regional regulations:



  1. Procedures of the monitoring of regulations stated requirements for quality of the public services,

  2. List of the principal requirements for the results of the public entities work results,

  3. Procedures and plan for transition of public entities in the form of non-governmental entities.

The CFP also submitted a report “Evaluation of potential of non-governmental sector of Nizhny Novgorod oblast in relation to social services delivering; estimation of negative consequences of outsourcing public services delivering as well as of other possible consequences”.


SEMINARS AND CONFERENCES


The CFP expert Elena Andreeva and co-director of the project “USAID Program Assistance to Russian Orphans: estimation of budget and socio-economic costs and effects in long-term outlook” presented findings of the project in the inter-regional seminar “Estimation of budgetary and socio-economic consequences of the reform of the system of social protection”. The seminar was initiated by the European Council and took place in the city of Volgograd from the 11th through the14th of September.


The CFP expert Alexander Konkov participated in the III Perm Economic Forum on the macroeconomic and fiscal issues of socio-economic development of Russia. The Forum was organized by the Government of Perm Krai and Rating Agency “Expert RA” and took place in Perm from the 14th till the 15th. Mr. Konkov presented the CFP’s methodology of monitoring and evaluation of regional government performance.


To the same issue the seminar in the Moscow Karnegie Center was also dedicated. The CFP’s methodology there was presented by Valeriy Dalin That seminar took place in Moscow on the 19th of September.
