On May 25-26, the Department of Strategy and Investment of the CFP and the Ministry of Housing and Utilities of the Republic of Buryatia organized an inter-regional workshop “PPP Instruments for the Modernization of the Housing and Utilities Sector”.


Over 30 representatives of municipal and regional authorities of the Far Eastern regions engaged directly in the H&U modernization and infrastructure development took part in the workshop. They discussed practical issues and tasks regarding the modernization of decrepit municipal infrastructure and acute problems arising in this connection, i.e. lack of funding, gaps in H&U legislation, managerial problems both in the sector as a whole and in individual companies.


Participants concluded that in the difficult situation in which the H&U industry found itself in the Far East, it is essential to devote sufficient attention to obtaining accurate and timely information on changes in the rules of the game and on emerging opportunities. Awareness of and timely response to changes that take place in the field of H&U regulation and support are critical for addressing the industry’s problems. To be able to use new opportunities it is necessary to employ more instruments, such as correct H&U management structure, competent planning and initiating H&U projects, attraction of adequate private partners and institutional investors who will be ready to effectively address various problems and share project risks. The CFP expresses its gratitude to the Ministry of Housing and Utilities of the Republic of Buryatia for the appreciation of the workshop and interest in further cooperation.
